Job Description

Project Overview:


We are currently seeking an experienced, results-driven IT Business Analyst/Service Delivery Specialist with a focus on data center services. This role provides a tailored customer experience by applying an informed, evolving, and consultative process to deliver data center services including server provisioning management and oversight per request. This role is client-focused with major interaction with customer project and application teams, including some interface with senior managers. The role requires an in depth knowledge of computer systems and integration, server infrastructure, including virtualization, as well as thorough understanding of project management concepts and tools, including technical requirements analysis, MS Project, Excel, Visio – for diagrams, Access, and Word.





Our Federal customer is increasing its infrastructure capacity to support new systems in the data center for our customers. To assist with this expansion, our customer requires additional dedicated support to assist with the financial planning to manage technical operational expenditures, identifying existing infrastructure that is coming to or is already beyond its maintenance lifecycle, and track and report on the progress for approved planning activities. The program provides IT services and software maintenance support to our Government customer. The center provides supports servers and storage infrastructure in multiple areas, and improves service delivery quality. The center utilizes the computing infrastructure to meet the demands of their mission critical programs. The IT infrastructure support service to ensure a stable, highly- available, fault-tolerant and secure computing environment. The center is responsible for operating and sustain the IT infrastructure required to support the various program operations that includes over 2400 virtual and physical IBM blades, running VMware, Redhat Linux, Windows, Exadata, and Solaris operating systems, along with 6PB of SAN Storage. In addition, the center is responsible for providing all IT infrastructure, testing, installing, inventing, server build and management, systems administration, security and monitoring and storage configuration and management.



  • Work with multiple data center clients and customers (i.e. project and application teams) to perform all aspects of complex “server” delivery (build) management oversight activities upon request
  • Perform change management activities associated with installation and decommissioning of server infrastructure, including storage, software licensing, and costs analysis
  • Identify, mitigate, and prioritize, manage and resolve project issues, constraints, dependencies and risks
  • Perform some incident management support and follow up on an as needed basis
  • Perform technical requirements analysis, costs analysis, and schedule analysis
  • Facilitate resolution of technical issues. Capable of interpreting technical information and present/speak the information to different audiences (business owner, etc.), conveying the message in a way the audience can understand
  • Engaging IT Directorate managers for capacity estimates and performance planning as it relates to operational support requirements
  • Developing and communicating cost models, divisional statuses to senior management and project stakeholders
  • Understanding of process, potential issues, consequences of changes and their cost impacts during the Systems Development Lifecycle (SDLC)
  • Coordinating and communicating with Division and other IT Directorate customers and support teams as appropriate
  • Participate in customer meetings to ensure business area needs are being understood and to educate on Division standards and processes
  • Help facilitate horizontal integration of IT Portfolio projects across IT Directorate Divisions and customer business areas
  • Help to identify redundant IT activities and to provide consolidation recommendations
  • Help to define project performance metrics and to monitor performance measurements
  • Provide tactical and strategic advice and artifacts to ensure the Division and IT Directorate strategic plans are being pursued
  • Participate with Division and the IT Directorate to study IT trends and best practices to ensure planned investments are in line with Division the IT Directorate goals
  • Draft IT Directorate and Division case studies, market research, and technology evaluation artifacts
  • Assist with identifying opportunities for program, project, and process improvements across the Division
  • Provide support for drafting Division roadmaps, whitepapers, flowcharts, and division statuses
  • Provide support for drafting and monthly progress report for Division project activities
  • Provide support for drafting a Cost Benefit Analysis Report for projects included in the Division Project Portfolio




Candidate must have the following knowledge, experience, and abilities:

  • Must have 10+ years of IT project management or IT operations support experience
  • Must have experience & knowledge of data center infrastructure, including blade server and virtualization technologies
  • Must have experience in IT service delivery, including ITIL concepts
  • Must have experience with Enterprise Change Management tools such as Remedy
  • Associates or Bachelor’s Degree in Computer Science/Engineering/ Information Systems or related discipline (In-Lieu-of the education 10 years of total full time IT experience required)


Required Technical Skills:


  • MS Visio, Excel, Project, and PowerPoint (including architecture diagrams, process diagrams, swim lanes, cost analysis, and pivot tables)


Other Skills / Experience:


  • Ability to communicate status and issues to senior management and project stakeholders
  • Coordinate cross-org team, proactively ensuring that teams are “in sync” in terms of communication, schedules, issues, etc
  • Facilitate decision making with stakeholders, balancing the needs of different constituencies and facilitating consensus
  • Champion and key contributor of continuous improvement of IT best practices, using innovative ideas to increase effectiveness of organization
  • Understanding of process, potential issues, consequences of changes during Systems Development Lifecycle
